In the past Nepal Water Supply Corporation
(NWSC) was playing the three dimensional roles of ‘owner’, operator and tariff
fixation. This system created a monopoly in the water supply operation and
exposed the management to severe external influences and interventions. Such
influence largely impacted on the operational efficiency of the utility. One of
the examples of such influence is the recruitment of personnel. Unless this
three dimensional roles could be clearly defined and separated the management
side could not be improved. Therefore the following three entities were formed.
KVWSMB has its office in Thapathali, Kathmandu. It is now working on a rented
house. KVWSMB office building in Sainbu, Bhaisepati is in construction phase
and is almost completed. The organization is headed by an Executive Director
who is the chief executive officer. He is responsible for all functions of the
Board including day to day works. The Executive Director reports to the
executive committee and co-ordinates with MoWSS and all other related
institutions/agencies. The approved number of regular staff is 53. This number
is not yet recruited completely. They will be gradually recruited within 2
years as per requirement. Services like security, cleaning and specific works
that cannot be accomplished by regular staff shall be taken by outsourcing. The
regular staffs are mainly involved in regular works of office administration,
management, co-ordination, record keeping, communication etc.
